A working corporate communications framework, from framing the decision to stop rules
Use a practical corporate communications framework to define one England decision, compare options, record evidence and enforce clear stop rules.
A useful framework begins with an undecided organisational choice, not a desired headline. Consider Cedar Vale Engineering Ltd, a fictional manufacturer proposing to consolidate one customer-support site into another England site. Its communications team must decide whether a message is needed, which groups need verified information and what must remain unsaid while the proposal is open.

Frame the decision
Write the decision in one sentence, followed by four options: do nothing outside required processes, use existing manual routes, use a narrower set of channels, or commission new support. Record the factual owner, decision owner, affected English site, unresolved facts and the date at which the choice expires.
Do not combine corporate communications with internal communications, public relations, public affairs, marketing, customer service, investor relations, crisis response or a legal notice. The same team may coordinate several lanes, yet each has a different purpose and approval route.
The Government Communication Service's OASIS material links objectives, audience insight, strategy, implementation and evaluation. It applies directly to government communication. Cedar Vale can borrow the sequence as a planning discipline, without claiming that it validates a private-company decision.
Separate people and evidence
Create a row for employees, customers, suppliers, the local community, investors or lenders, journalists, regulators and internal approvers. For each, state the relationship to the proposal, eligible population, information task, contact source, authority and evidence gap. Do not treat a journalist as a customer or a research participant as a marketing subscriber.
Employees need their own gate. Acas describes consultation as a genuine two-way discussion and explains that particular legal requirements may apply depending on the issue. Its consultation guidance means Cedar Vale should obtain employment advice before deciding whether a draft briefing is merely communication or part of a required process.
Compare choices against the same fields
For every option, record:
- purpose and event the organisation can evidence;
- people included and deliberately excluded;
- source-copy owner and approval state;
- control over publication, delivery and correction;
- accessibility and alternative route;
- personal-data source, minimum fields and suppression;
- confidentiality and security exposure;
- cash and internal-work inputs, left blank until supplied;
- counter-signal, stop condition and review date.
The framework must preserve unknowns. An owned web page proves what Cedar Vale published, not who understood it. A delivery log does not show agreement. A news enquiry does not establish public demand.
Apply independent gates
Privacy, employee process, accessibility, factual claims, market disclosure, security and contract review must each be pass, fail or unresolved. A strong score in one column cannot cancel a failure elsewhere. The ICO's data-minimisation guidance provides the UK-wide principle that personal data should be limited to what is necessary. Its update notice requires a publication-day recheck.
Accessibility also needs evidence rather than an assurance. GOV.UK's accessible-formats guidance is aimed at government communication but offers useful prompts on involving disabled people and planning alternatives. A named reviewer must decide Cedar Vale's duties and acceptance tests.
Run a reversible exercise
Use fictional source copy and synthetic contacts to test approval, access, rollback and correction. Record expected and observed system events, but make no claim about real employee or customer behaviour. Stop if the proposal changes, an affected population is missing, a fact lacks authority, an adjustment fails or a specialist gate remains unresolved.
The final record should show the chosen option and why the alternatives were rejected. Publication remains on hold until qualified reviewers reopen the evidence and approve their separate areas. This framework organises a decision; it does not prove legality, support or likely results.
