Choose a channel for the job it can perform and the evidence it can return. Cedar Vale Engineering Ltd is fictional and is considering consolidating one customer-support site into another England site. This comparison asks how it might communicate an authorised proposal. It does not assume the change, publish a message or test any route.

This route comparison uses evidence reviewed through 6 September 2026. No channel is ranked.

One case and common criteria

Each route is assessed against the same fields: purpose, eligible recipient, sender authority, content control, accessible alternative, personal-data boundary, observable event, correction, escalation and exit. Costs and thresholds remain blank. Delivery cannot stand in for comprehension, support or commercial effect.

The manual baseline uses controlled briefings, the existing service page and a logged questions inbox. Buying a tool is a separate procurement decision, not a channel strategy.

Employee and customer routes are not interchangeable

An employee briefing allows questions about work, but it should not impersonate a legal process. Acas says consultation should be genuine two-way discussion and notes that particular legal duties may apply. Cedar Vale's employment reviewer must resolve that gate before a communication timetable is treated as fixed.

A customer notice has a different purpose: helping an eligible service user act. If personal data is used, the record needs source, minimum fields, purpose, retention, objections and suppression. The ICO's business-to-business marketing guidance explains UK GDPR and PECR distinctions for business contacts. It does not establish permission for Cedar Vale's proposed message.

Owned and independent publication have different controls

An owned page can preserve the authorised wording and a correction history. It cannot show that people found, read or understood it. Journalists decide whether a supplied response is newsworthy and how to report it; corporate communications is not editorial control.

Where content also promotes services, the CAP Code's rules on misleading advertising and substantiation may become relevant within their remit. Corporate branding does not remove the need to classify an objective commercial claim.

Accessibility remains a separate gate for every route. GOV.UK's accessible-formats guidance is aimed at government communicators, yet its advice to involve disabled people and plan alternative formats provides a useful method prompt. Cedar Vale needs its own tested route and reviewer decision.

Escalate rather than improvise

An investor, lender or regulator should appear only when a real relationship or rule makes the route relevant. The FCA's inside-information page illustrates why applicable market disclosure needs controlled identification and handling. It is not evidence that this fictional proposal is material or reportable.

Select a route only after every applicable specialist gate is pass. Stop when authority, access, privacy, correction or escalation evidence is missing. The bounded answer may be different channels for different groups, or no public channel while the proposal remains unsettled.
