The quality gates a corporate message must pass before anyone presses release

Apply observable pass, fail or unresolved gates to one England corporate message before release, correction, retention and final close-out safely.

A corporate communications quality checklist should stop weak material, not decorate an approval meeting. This version applies to Cedar Vale Engineering Ltd's fictional proposal about an England support site. Mark every item pass, fail or unresolved and attach an evidence ID. Release is blocked by either of the latter two states.

Authority and affected people

  • The source-copy owner has identified what is decided, proposed and unknown.
  • Each quotation has a named speaker, approved wording and recorded authority for this use.
  • The employment owner has decided whether employee or representative engagement must precede wider publication.
  • Confidential information has a permitted audience and escalation route.

ACAS advises consultation on a clearly defined issue before a final decision and lists circumstances with specific duties in its Great Britain guidance. A qualified employment reviewer must apply the facts. Passing the copy check cannot replace that decision.

Facts, claims and commercial control

  • Every objective statement points to a current source, owner and review date.
  • Opinions, projections and proposals are labelled as such.
  • Material limitations sit with the claim rather than in a remote note.
  • Advertising or paid-control status has been assessed for each channel.

Within CAP's remit, Section 3 of the Code says marketers should hold documentary evidence before distributing objectively substantiable claims. Legal and advertising reviewers decide whether the communication falls within that remit. A senior signature is not claim evidence.

Rights, privacy and recipients

  • Text, images, recordings, fonts and supplied material have owner and licence records.
  • Commissioned assets have written terms covering intended channels, edits, territory and duration.
  • Personal information has a stated purpose, permitted users, retention and correction route.
  • Direct contact has a separate UK GDPR and PECR decision, including objections and suppression where relevant.

The IPO's commissioned-work guidance explains why payment alone does not settle copyright ownership. ICO direct-marketing guidance treats promotion of aims and ideals as potentially direct marketing and was updated on 28 April 2026. Neither source clears Cedar Vale's proposed use.

Usability and technical control

  • The accessibility owner has defined the recipient tasks and necessary alternatives.
  • Headings, reading order, links, captions and document format have observable test evidence.
  • The security owner has approved access, release credentials, logs and recovery.
  • Test records are synthetic or specifically authorised; production destinations remain disabled until approval.

Government accessible communication guidance recommends planning formats early and briefing suppliers with final approved text. It is government guidance, not proof that Cedar Vale has met its duties. The NCSC's logging guidance says organisations should identify the questions logs need to answer, their sources, retention and protection.

Release, correction and exit

  • The approved version hash, release time, timezone and publisher are recorded.
  • Each channel has a receipt definition that does not imply readership or agreement.
  • Correction and withdrawal owners can reach every controlled copy.
  • The archive separates superseded material from the current record.
  • Supplier export, access removal, retention and deletion evidence are assigned.

Price, urgency or executive preference cannot compensate for a failed gate. The release owner may restart only after the specialist who stopped the job accepts new evidence and records the decision.

Before close-out, sample every controlled destination against the approved version register. Record the checker, observation time and result rather than assuming that one correct page fixes all copies. A failed withdrawal remains visible in the exception log with its risk owner and next action. Archive the checklist itself so later reviewers can distinguish evidence available at release from material obtained afterwards.
