Run one England corporate communication through evidence, employee boundaries, accessible release, correction, archive and controlled exit gates.
This corporate communications operating workflow follows one fictional job: Cedar Vale Engineering Ltd is considering an announcement about consolidating an England customer-support site. The proposal is not a decided event. The workflow must protect employee dialogue from being overtaken by a public message.
Start with a source-copy record rather than a draft headline. It should name the decision status, factual owner, affected groups, evidence IDs, confidentiality class and people authorised to approve each use.
Open an employee lane first
The employment owner decides what consultation or information process the facts require. ACAS says employers should consult employees and representatives on a defined issue before a final decision, while noting that specific legal duties arise in some circumstances. Its consultation guidance is Great Britain guidance, not a conclusion about Cedar Vale. Hold external wording if it would falsely present the proposal as settled or prejudice the required process.
Record questions and corrections from affected people separately from copy approval. A spokesperson cannot erase an unresolved employment issue by polishing the statement.
Move the source through controlled states
Use these states for the authorised version:
- Intake: the factual owner supplies source documents, dates and quotation authority. Missing provenance sends the item back.
- Evidence review: the claims owner marks fact, opinion, proposal and unknown. CAP Code Section 3 requires documentary support for objective claims in marketing communications within its remit. The advertising reviewer decides remit and adequacy.
- Rights and data check: the rights owner records permission for text, photographs and recordings. IPO ownership guidance explains that commissioned work does not automatically belong to the commissioner. The privacy reviewer maps any employee or contact data and the purpose for each use.
- Format production: the accessibility owner selects formats against actual user tasks. Government accessible-formats guidance, updated 17 June 2026, offers useful planning prompts but is not a private-company certificate.
- Approval: corporate, employment, legal, privacy, security and publishing owners sign the exact version they reviewed. A later edit cancels affected approvals.
- Controlled release: the publisher records version, channel, release authority, timestamp and result. Receipt by a system is not evidence that a stakeholder read or accepted the message.
Keep a correction route beside release
Monitoring should look for wrong versions, inaccessible copies, broken destinations and factual challenges. If personal information is questioned, the ICO's accuracy guidance says the source and status should be clear and challenges considered; the page is under DUAA review. That does not decide whether a broader corporate statement is wrong.
Freeze reuse when a material error appears. The correction owner records the affected channels, replacement version, withdrawal attempt and people notified. Security incidents take a separate route with technical leadership. NCSC incident-communication guidance supports preparation and coordination but sets no universal response time.
Close only after the archive contains approvals, source evidence, released versions, corrections, access limits, retention decision and export or deletion proof. The restart authority must confirm that every failed gate has fresh evidence. Until then, the job remains on hold.
Maintain an exception register beside the main workflow. Each entry needs the stopped state, missing evidence, affected version, responsible specialist, next review date and permitted interim action. If no safe interim action exists, distribution stays disabled. Close an exception only by linking the specialist's signed decision, not by deleting the original concern.
Before any hand-off, the receiving owner should confirm the version received, evidence available, decision required and deadline source. Silence is not acceptance. If the recipient cannot act, they return the record with a reason and named escalation point. This small acknowledgement prevents an approved source copy from becoming detached from the people responsible for format, contact, release or correction. Test that route with a fictional record before enabling production access.
