Research date: 6 September 2026. Scope: software or managed services available to an England buyer for one controlled corporate announcement. Inclusions: exact legal entity, edition, UK availability, written terms, price basis, data arrangement, accessibility record, security evidence, support, corrections and exit, followed by the same synthetic test. Exclusions: directories, awards, testimonials, badges, generic product pages, other-country editions and untested claims. Ranking: none. Conflicts: none.
The buyer-owned manual route remains the baseline. It uses an authorised source document, approval record, existing controlled publishing route and correction log. It has no assumed performance or cost advantage.
An entry would also need a source register distinguishing supplier documentation, contract evidence, official records and buyer observations. Conflicts between those records are not averaged into a score. Legal identity, privacy, security, accessibility, correction and exit are hard gates. Buyer preferences can weight convenience only after those gates pass.
Empty shortlist by function
Newsroom or CMS: no entry. Admission requires exact publishing states, preview and rollback, version export, accessible output, permissions and retirement behaviour.
Employee communication: no entry. The dossier must keep delivery evidence apart from readership, understanding, agreement and any employment consultation process.
Contact or email handling: no entry. The buyer needs recipient provenance, message-purpose and PECR review, objections, suppression, sender identity and correction evidence.
Media monitoring or social publishing: no entry. Collection boundaries, platform dependency, account recovery, content control, correction and export remain unverified.
Research, workflow, incident or analytics: no entry. Survey participation, approval state, security alert and measured event are different records and cannot share one outcome claim.
The category list is not a recommendation to buy five systems. Cedar Vale may need none, one or several, depending on the documented gap. A suite that names every function would still require module-level evidence, because a claim about publishing cannot establish survey safeguards or incident recovery.
Evidence required to change the result
Companies House data products guidance identifies available UK register fields, while the official disclaimer says Companies House does not verify or validate filed information. A register match can establish only the stated filing facts. It does not establish product availability, solvency or quality.
If a candidate handles personal information, the buyer must establish actual controller and processor roles and examine subprocessors. The ICO's contracts guidance is marked under review following DUAA. A vendor's contractual label is not enough.
Security claims need buyer-relevant evidence. The NCSC's cloud security principles ask buyers to consider identity, service administration, audit information and secure use. They are not product ratings. Accessibility likewise needs task evidence; GOV.UK's accessible-formats guidance is a government method source, not a supplier certificate.
To admit a name later, freeze the exact edition and terms, recheck UK availability, then run a production-disabled fixture with synthetic contacts. Record the tenant configuration, expected event, actual observation, reviewer and date. Repeat the check after a material version, term, subprocessor or support change. Record failures and untested functions. Until every hard gate passes, the honest result is an empty, non-ranked shortlist and continued publication hold.
